Mission Defense Power 2021 for Intellectual Property Rights (IPR) in Defense Production Ecosystem

Mission Raksha Gyan Shakti 2021 has been launched by the central government to nurture and encourage intellectual property rights (IPRs) for self-sufficiency in the defense production ecosystem. IPR has emerged as a key component of an ecosystem that stimulates innovation. Mission Defense knowledge power will foster a competitive, innovative and robust defense industry by promoting MSMEs and startups, encouraging collaboration to advance R&D, acquiring the latest technology and skill-sets.

Ministry of Defense (MoD) is going to provide training approx. 10,000 persons of Defense Public Sector Undertakings (DPSUs) and Ordnance Factories (OFS) on IPR in FY 2021. In addition, an IP facility cell was also established earlier in the month of April 2018. The purpose of this mission is to at least facilitate filing. 1,000 new IPR applications

The Directorate General of Quality Assurance (DGQA) is given the responsibility of coordinating and implementing the program. The ultimate objective of this mission is to develop IP culture in the Indian defense manufacturing ecosystem.

Mission Defense Knowledge Power by the Central Government.

As part of an ongoing initiative to increase self-sufficiency in defense, the Department of Defense Production has created a new framework called Mission Raksha Gyan Shakti. The mission aims to promote the IPR culture in the indigenous defense industry. The Defense Mission has started this mission for the following reasons: –

  • to provide
    • IP awareness and training
    • Consultation and consultation for IP identification, registration and protection
    • IPR filing and related services
  • To produce
    • Support system to DPSUS and Ordnance Factories
    • A panel of IP lawyers and advisors
    • Ip news tracker for latest news updates

Under the IP awareness campaign, 23 officers have been trained as “Master Trainers” at RGNIIPM, Nagpur. In addition, 5283 personnel have been trained till 18 October 2018. The Indian Defense Minister has launched Mission Gyan Shakti at an event held in New Delhi. The event showcased the inventions and innovations achieved by the Defense Research and Development Organization (DRDO), Defense Public Sector Undertakings (DPSUs) and Ordnance Factories (OFs). This has led to the successful filing of Intellectual Property Rights (IPR) applications.

Smt Nirmala Sitharaman also honored some scientists, who have created some useful products for the nation through their inventions and innovations. The Defense Minister has praised the efforts of DGQA for spreading awareness about IPR and promoting a culture of innovation and building intellectual property.

Directorate General of Quality Assurance (DGQA)

The Directorate General of Quality Assurance (DGQA) has been entrusted with the responsibility of coordinating and implementing the Mission Raksha Shakti program. DGQA is under the Department of Defense Production, Ministry of Defense. The organization provides Quality Assurance (QA) which covers the entire range of weapons, ammunition, equipment and stores supplied to the armed forces.

It aims to achieve the goal of self-sufficiency in the defense sector to generate intellectual property in India and a departure from the culture of obtaining technology transfer (TOT) from foreign sources. This will help in building intellectual property in India and will help in achieving the goal of self-sufficiency in the defense sector.
